When I start Cumulus a error occurred and a bugreport.txt file is made.

It appears that you have changed the Windows format settings, such that Windows no longer recognises the format of the timestamp in today.ini. If that doesn't help you fix the problem, please zip up the diags folder and attach it, together with your today.ini file.
