The "Today" reading posted to WUG and my personal URL is from midnight to present (which makes sense)
How do I change the readings posted in a 24 hour period starting at a specific time (specificly 7am to 7am)?

You can't, currently, the only supported periods are midnight to midnight and 0900 to 0900 (with the option of 1000 to 1000 during DST). This may change in the future to support any hour for the start/end of day.

OK. I was looking for a way to quicly get highs and lows as indicated in this email in regards to reporting via Amatuer radio weather net.

Thanks for your report in the morning and your granddaugher participation. The reports we colllect go into a spread sheet and are send to Albany NOAA plus to Washington and I belive Renseler College. The spread sheet that we fill out consists of the following over a 24 hr period Max and Min and 7 AM temp. amount of percipitation in any form including snow melt in the winter plus snow fall amont. Those are the items tha we can fill out. We can also fill in remakrs in case of damaging winds.
I noticed that your high temperatures for a 24 hr period are much lower than the rest of them. It seems that it might be a midnight reading rather than a typical temp occuring usually around 4 pm in most location. I know that some of the instruments record from midnight to midnight however our requested readings from the weather service are from 7 AM to 7 AM the following day. Thought you might like to know

No easy way, unfortunately. You would either have to analyse the Cumulus data logs yourself (manually or automatically by whatever means), or (as some people do already) update a database periodically with the current data and then perform queries on it.

Where is that data file kept? On the local pc, remote host or both? and what is the name of the file?

On the PC, in the Cumulus data folder. The formats of the files are in the help and in the wiki. The 'monthly' log files are the ones containing the minute-by-minute data.
