Thanks Charlie and AllyCat - will follow your advice and today I am going to set it up all over again on a spare computer that I might leave on all the time. The fact that it did work correctly for a while - before we had the power cut - gives me encouragement that it is indeed some sort of connection issue.
[Later] All done. Set up another computer and will leave it on 24/7 for a while. I suspect my issue is a connection problem because when I set it up in proper order, USB connection first then Cumulus, the output is correct. On the previous computer, I left the USB connected when I turned the computer off at night and I think this is what caused the problem even though I had already shut down Cumulus. Not sure why, but there it is. If I unplugged the unit then plugged it in again the readings are correct.

The temperature sensor failed, they always fail to 7Deg its the same sensor in the display and the outside sensor.They can't be repaired only replaced, soldered to the pcb pins and plated through holes
