NOAA files do not seem to have been created since late last year when I installed the previous verison.
Yes, NOAA has been checked and the paths desrcibed in the configuration, and no ftp errors were reported, soits not an ftp issue.

Turn on ftp logging and leave overnight. Then attach the ftplog.txt file, along with a screen shot of your internet settings screen and your NOAA setup screen.
