I have tried the TomTom mount solution and I have to say that it is brilliant and a most excellent idea. Thank you.
It was £2.29 inc P&P from Ebay. My polarising filter fits in it like a glove. I drilled two small holes in the ring, and two corresponding holes through my USB webcam, and fixed it together with garden wire. It sticks wonderfully to the window and works a treat.
I recommend it.
I'm still awaiting my security light. I will try that, and I may go with that if it's good simply because I open and shut the window the webcam's currently affixed to, to regulate the room's temperature, so the angle changes.

It seems good;
I have now taped a bit of cut up binliner over it to stop the reflections. Hopefully though that will stay put, unlike the webcam when it was stuck there!
