Error displaying NOAA report
Have discovered that the NOAA report shows data in a strange way (http://grottem.com/ver/noaa/noaa.html). Note the data between 07 and 12 March.
Does anyone have a suggestion as to why this happens?

The only thing that stands out to me is the compass.
eg. NØ - which is displayed as N*
This is a limitation of using the JavaScript (Ajax) 'viewer'.

Noaa report is generated by Cumulus, but is there any chance that the report can be generated without national language set?

In the JavaScript (noaarep.js) file, look for function betelLoader
and AFTER // END nasty work around
Try ADDING:
This should replace any and ALL instances of * with Ø

Tried this, but it was not shown any data at all (looking for data ???????)
Have corrected strings.ini (Cumulus) and returned to the English term for wind

The .txt files are being server from Apache without any charset defined, so I *think* that defaults to ANSI?
On my web server I have told it to serve .txt (text/plain) as windows-1252 on the assumption that is what Cumulus produces.
Would adding a .htaccess file in the reports folder fix the problem?

First of all my eyesight is worse than I thought, I've been mistaking a degree symbol for an asterisk, not only that but the replacement character I was proposing was lower-case and not capital.
But the confusion is not totally of my own making ....
Your report page is unusually located in the same directory as the reports themselves, as is the controlling js file and the css file - luckily the script copes with this (Pat myself on the back).
Sort of OK, in your html page you are using server absolute pathes (ie, /thisthing)
So first of all let's get your page styled to the rest of your site.
In your noaa.html change:To:
Huge improvement
Next - change:To:
OK - that should be the report html done.
Now the noaarep.js ....
Much more interesting
because the degree symbol is both valid and required in three places before the directions are encounted I've had to create a bit of dodgy code just for your alphabet (It would be much better if you used the php version).

OK - It was a cache issue.
Looks good to me - what is the problem - are the directions wrong ?
