I downloaded the CumulusRealtime.zip (v1.0.0.5 - September 5, 2009 - 987.02 KB),
a Silverlight application for displaying real-time Cumulus data on a web site. It doesn't seem to like me. Am I assuming then that it is not Windows 7 64-bit compatible?

It works on any version of Windows from XP onwards, provided the Silverlight runtime has been installed (and I think it offers to install it for you if you don't have it installed).
If you can give a bit more detail than "it doesn't seem to like me", and a link to where you've installed it, I should be able to help you get it working.

Version: 5.1.10411.0). When clicking on the CumulusRealtime.html link I get the dialog bock saying to install Silverlight. When I download the file it points me to I am informed it can't install it as it is the same version that is currently installed. I will uninstall it and try re-installing it and see what happens then.
Okay, that done, I am trying again. Still no luck and I have tried three different browsers (Firefox, IE9 and Avant). All that is happening is I get a screen looking like it wants to work (with gauges) and a dialog box saying "Loading Data" but that is all that happens.
I know the instructions say it needs to be in the folder as the RealTime.txt file, and it is. Interesting problem.

If you're getting that far, then Silverlight is working on your PC. But I still can't help without a link to your realtime page.

Hi, me again. I just realized the realtime.txt is not updating in my setup. Eveything else appears to be okay. I have the tree realtime.txt boxes checked. The last instance I see on it online is from January 5th. I must be missing something as the one on my PC is current. I'm sure the following smilie describes my "opps.."

But if you notice, the date and time are "05/01/13 16:32:33", not "17/03/13 21:30:00" which is the time I went online to capture this information. 
Opps, I must correct myself. Apparently it was a buffering problem. I checked it again (and again and... well you get the idea) and finally I did a reload of the page and wouldn't you know it, it was correct. Sorry to have bothered everyone.
