I checked and saw that there are 14 items listed under Human Interface Device list. However, there are only 3 different sorts. To the best of my translation capability in ITese, they are 4 of HID compatible device, 4 of HID compatible user control device, 6 of USB Human Interface Device. While the list was on screen, I removed the USB connection of WH1081 and one of the 6 disappeared. So the bottom line is, my computer does see the WH1081. I guess that would be a correct assumption. Then what, I have not the faintest!
Oddly enough same things happened on my laptop. I am wondering if it has anything to do with the fact Turkey like the rest of Europe uses comma and period interchangibly. 6 point 3 is NOT 6 and 3 tenths; 6 comma 3 is 6 and 3 tenths. How does Australia handle this, does your software handle this appropriately? (I would think so, as the only place where you are not listed is Turkey and probably Outer Mongolia or Timbuktu.)

Cumulus works fine with international settings for decimals and list separators. I don't understand the reference to Australia?
What I'm still trying to get from you is at what point the error occurs; I've asked you a number of questions which you haven't answered, which is making it very hard to suggest a possible solution (but from the number of different applications shown by a Google search that hit the same error, I don't think the problem is anything to do with Cumulus anyway).
So, to repeat one of my earlier questions: Perhaps you could describe exactly what you do before you get the error message?

For some reason, I am thinking that you live in Australia (Not that I have not wondered about a reference to UK somewhere, I think.) If not, I apologize if that has offended you in any way. As for your unanswered question regarding when the error shows up, I thought I had already answered that by explaining that it was occuring during installation as the program is installing itself. If there is a way to point to the exact location of the program that happens, I would be happy to key in any suggestions. In any case, I want to thank you again for your generous help.

When you run the installer (CumulusSetup.exe) it displays a number of screens. At which point after you have doubled-clicked on CumulusSetup.exe do you get the error message? After which screen?

We go through all steps of the CumulusSetUp program, we get to Finish page and then I click on Finish and that is when I get the error message. However an icon is installed on the desktop; when I click on the icon I get the same 217 error message.

Have you tried unticking 'launch Cumulus' before clicking 'finish', and then running Cumulus? It's unlikely to make any difference, because the installer has actually finished at that point anyway, but it's worth trying.
Does the user that you are using to install and run Cumulus have administrator privilege?

I did the unticking bit then the program ended without a problem. Then when I clicked the icon, it crashed. As for administrator privileges, I should have those privileges but I do not know how to verify it.

I've just been looking through dozens of discussions on the web where people have had the same crash with all kinds of different software (including IE and Outlook) and nowhere is there a solution which would seem to apply. Some people have installed the latest .Net framework and the problem has gone away; but Cumulus isn't a .Net application. I'm afraid I don't know what to suggest.

Hey, look what I did:
I did that by setting my region to Turkish. So you were quite correct when you suggested that was the problem. I'll see if I can find out why it happens and get back to you.

To add to your lingusitic travails, let me indicate that it is probably due to letter "i". In turkish there are two letter "i"s; one with a dot which is pronounced "ee" and another without a dot which sounds like "uh" like the vowel in the last phrase of say, innocent, apartment etc. I with a dot has the dot in capital and small letters, likewise i without has no dot in the small form. I with dot in the small is located 2nd to the right from letter L on the left of enter key on my keyboard. Letter i of an english keyboard is between U and O. That is the key we use for Capital i without dot, and the one in the vicinity of L is used for small i. How is that for confusion? Characters like Ç, Ş, Ü, Ğ, Ö are all on the far right side of the keyboard. Incidentally, on an english keyboard if we use i without in place of i with, we get a funny looking letter Y.
There! I hope that leads us somewhere as I am looking forward to be the first turkish station on your list and also to be the second private meteorological station in Istanbul (15 Million population). The first is owned by a major holding company whose CEO is apparently an amateur also.

I've found the problem; it's a bug in a third-party library that I use. It doesn't cater for the date format with the day name at the end (e.g. 17 Temmuz 2012 Sali). I have the source code so I can easily fix it. I'll upload a new build of 1.9.3 with the fix shortly.
