You seem to have specified a local file of one of the standard templates as an 'extra' file; I'm not sure what you're trying to achieve with that, but in any case the remote file/path you've specified (public/html/weather/index.htm) is invalid, according to your ftp server:

15:50:09:677 Uploading C:\Cumulus\web\indexT.htmtmp to public/html/weather/index.htm
15:50:09:677 ! HighLevelAsync 0
15:50:09:677 FTP Command: PASV
15:50:09:677 04A662B0 TriggerDataSent 692
15:50:09:802 FTP Response: 227 Entering Passive Mode (184,154,116,178,120,96)
15:50:09:802 >|227 Entering Passive Mode (184,154,116,178,120,96)|

15:50:09:802 ! HighLevelAsync 0
15:50:09:802 TWSocket will connect to 184.154.116.178:30816
15:50:09:927 ! Data Session opened (Put)
15:50:09:927 FTP Command: STOR public/html/weather/index.htm
15:50:09:927 04A669C0 TriggerDataSent 1312
15:50:09:927 04A662B0 TriggerDataSent 692
15:50:10:051 FTP Response: 553 Can't open that file: No such file or directory
15:50:10:051 >|553 Can't open that file: No such file or directory|

The path you've specified for ftp directory (home/public.html/weather) is different from the one above but is also apparently invalid:

15:50:10:691 Changing directory to home/public.html/weather
15:50:10:691 FTP Command: CWD home/public.html/weather
15:50:10:691 04A662B0 TriggerDataSent 692
15:50:10:816 FTP Response: 550 Can't change directory to home/public.html/weather: No such file or directory
15:50:10:816 >|550 Can't change directory to home/public.html/weather: No such file or directory|

You need to work out what the correct path is; I can't tell you what it is as it depends on how your web/ftp space has been set up, and there are many variations. If you want to send me your ftp login details, I can have a look and tell you what you need to put.
