If you belive some, some marks are created by lunar buggies, others could be foot tracks

The bright rays eminating from the craters are ejector material created when objects slammed into the moon's surface. The bright crater to the south is Tycho - a famous lunar crater.
The dark 'seas' aren't really seas of course - just darker lunar dust. Whilst those areas appear to be free of craters there are many of a considerable size and even on the Sea of Tranquility (2nd right of the group of 4 in the upper half) there were enough to cause Armstrong to experience some difficulty in landing Apollo 11's lunar module.
