Replacing "bird" image with personal jpg

Don't know what I'm not doing correctly. I've many times tried to change the jpg on my site, following the instructions on WIKI to no avail. Can anyone hep this dumb old Canuck? Thanks

The image containing the seagull (bird) image is called 'picture.jpg' - to change the 'bird' image to something else, you simply have to replace the file with another image file of the same size while keeping the name of the file to 'picture.jpg'

The other option (more complicated for a novice) would be to edit the 'weatherstyle.css' cascading style sheet...
