I have done my own web sites and others but I can't see what I am doing wrong now. How do I make the current weather picture form the web cam upload as the the picture.jpg on the main page of the cumulus. Can cumulus upload it as another file?

You can get Cumulus to upload a new picture each update by listing it in the 'files' section of the internet settings, and setting the remote path to something ending in '/images/picture.jpg', so that it overwrites the existing background image. Tick 'binary' and 'ftp', but not 'process'.
Alternatively, if your web cam software is already uploading the image, you could edit this line in weatherstyle.css to use your image instead:
background-image: url(images/picture.jpg);
