I am not sure if there is some in error in the software (1.9.2) or something at my end. But, the W-8681-SOLAR station I have reports the wind speed (using m/s) in correctly in Cumulus.
The Cumulus reporting ALWAYS seems to be reporting the wind speed as +1 m/s or +2 m/s? Is there something weird here that I could fix?

I started having this same issue sometime over past 2 days. I've been running Cumulus for several months now, no issues.
Then today I noticed the wind speed on my console and the wind speed in Cumulus were different with Cumulus showing speeds 2-3x the console speed.
For example:
Console shows 1.6, Cumulus reports 3.8
Console shows 2.2, Cumulus reports 5.4
Console shows 3.8, Cumulus reports 7.6
Console shows 8.3, Cumulus shows 13.8
And it appears not to be a constant value of error as with another console speed of 2.2, this time Cumulus shows 4.5 (not 5.4 as in above list. Another 1.6 on console is now showing 2.2 in Cumulus
I read the FAQ, I'm not mixing Latest and Gust or Average. As I said, this has been working perfectly until today.
I closed Cumulus, reopened, same issue.
I upgraded to v1.9.2 just now and restarted again, same issue.

One more observation I just realized - The current wind speed as displayed on the console is showing up in the "Average" box of Cumulus. It appears the average is now showing in the "Latest" field for some reason.

Please do the following:
Tell me what settings you have for 'Calculate 10-min wind average' and 'Use speed for average calc'. Tell me what units you have for wind speed on the console and in Cumulus.
Turn on the debug log.
Watch the console and Cumulus for a few minutes. Every time the console updates, note the 'gust' value and the 'wind' value. Wait up to 10 seconds until Cumulus has updated. Note the 'Latest', 'Gust', and 'Average' values and the time on the Cumulus main screen. After a few minutes, post the table of values here. Zip up the diags folder and attach it, together with the debug.log file.

While I hate to admit it .... especially as a Sr. Technology Exec. ... User Error!
At some point over the past couple days, I or a family member must have tapped the Console display which changed the console display from "Latest" to "Average" for wind speed. Hence, Cumulus was correctly displaying the Average and it of course matched the console which was also, inadvertently, set to display average.

I do seem to be having the same problem mentioned in this thread, so I'll try and supply the same information you already asked for when it was first asked. Basically, it looks like Cumulus is reporting the latest wind speed reading in the Average wind speed field on the main window of Cumulus. I'm using an Ambient Weather WS-1090, and Cumulus build 1059. I have attached the debug log, as well as a screenshot of my Station settings dialog in a ZIP file.
Here is some observed data based on what you suggested (sorry some of the data points aren't contiguous):

I can't see any problems with the figures you've quoted.
For this data point, for example:
1300.1841 : 4:48:57 PM Data: 02 1E E7 00 FF A3 00 4B 1F 0E 1B 00 0C 00 00 00
The figure in blue is the current console (average) speed in tenths of m/s. 0E = 14 = 1.4 m/s = 3.1 mph, which is what Cumulus was correctly displaying for 'average'.
The figure in red is the current console gust speed in tenths of m/s. 1B = 27 = 2.7 m/s = 6.0 mph, which is what Cumulus was correctly displaying for 'latest'.
For this data point, for example:
