It depends on exactly what you want in the file. The only facility Cumulus has for creating files to your own specification is via web tags.

I have a SMS software to report other service so I want Cumulus to spit out a text file to a spec folder on my computer when the wind and temp change so the SMS software can send me a message

You can't do anything that sophisticated with Cumulus itself. You can get it to create a file with any data you want, at regular intervals (the web update intervals).

Use web tags:
http://wiki.sandaysoft.com/a/Webtags
Instructions are in the help and the wiki. You create a text file with web tags in and get Cumulus to process it by listing it on the 'files' tab in the internet settings.
