I think you've got a good simple way to have it right 100%!
Simply replace all "é" with unaccented "e".
But as Beetlejuice mention, Notepad++ could be the solution!
Web pages include a charset="utf-8" (or other) to inform browser about language.
But beside that, the file itself has to be saved with according encoding.
Finally, a good tip about Notepad++ is that it could find any text (é) and replace it by an other (e) in all files in a folder without having to open them. (Sure you can restreint it to only *.html and include subfolders)
And you know, for me... Météo du Quebec or Meteo du Quebec... It's the same!
(I plan also to remove those accents as they are false displayed on min. 10% non french sites.)
