Internet uploads synchronization

What does the following mean?

- All internet uploads are now synchronized to the clock if the supplied interval is a factor of 60; i.e. uploads will occur on the hour and every N minutes after the hour.

Example: You set the interval to 15 minutes, which is a factor of 60; it uploads on the hour and at 15, 30 and 45 minutes past the hour.
