First, Frank, the the 'PHP/AJAX Website Template Set' produced by Saratoga-Weather are NOT for 'beginner' weather station operators - a basic knowledge of HTML and PHP (two web page programming languages) is required!
Before downloading and trying to install the 'PHP/AJAX Website Template Set', Frank, did spend a few minutes reading (and trying to understand) the
instructions which Ken True (the designer) spent a lot of time preparing for new users like you...
Just to confirm what Ron has already written, every files found inside the 'cumulus.ZIP' (including the 'Settings-weather.php' script) have to be included into the directory/folder where the 'World Template .ZIP' has been (should have been) extracted.
Before even trying to obtain some web page results (display), two files
MUST be edited: 'Settings.php' and 'Settings-weather.php' - information on how those files should be edited can be found on the
instructions web pages.
Which software are you using to produce the 'testtags.php' file you mentioned in your first messages - Cumulus certainly
DOES NOT produce such a file - that file is only produced by Weather Display!
Unless you are using a special software, you cannot operate/run both Cumulus and Weather Display on the same computer at the same time - so, you have to choose which weather software you want to use.
You have two main weather pages on your server, one produce by Cumulus (index.htm) and one produce by Weather Display (wxindex.php).
For the Cumulus main page (index.htm) to display proprely, you
MUST install all the files required - have a look at this well written
guide to find out which files have to be uploaded and to which directory/folder ... you are missing one important file, the 'weatherstyle.css'...
Your other main page (wxindex.php) is displaying the wrong date format - more likely, because either your computer or Cumulus or some of the PHP scripts are not set properly to use the same date format.
Note: The latest and official release of Cumulus 1.9.2 (5th October 2011) is available from the Sandaysoft
Downloads page - this is now the only supported release of Cumulus.
