I have looked an looked, but I can't find out how to do it.

How do you all insert that image in your signature which displays your local weather and can I use it in email signatures through outlook.

You need to go here http://cumulus.tnetweather.com/projects/downloads and download the ZIP of Cumulus PHP-GD Banner and follow the instructions to install it that are in the PDF file alongside the ZIP file.

All working now, I had to install PHP on my server but that was not too much of a fight
