I was just looking through the alltimelog.txt file, as you do; and noticed there were no entries for Highest Hourly, Daily and Monthly rain,
should they be in there?

Yes - assuming those records have actually been broken since the alltimelog.txt file was first introduced, of course. My highest hourly rain record was broken just a couple of days ago:
2011-06-16 00:33 12.000 "High hourly rain" 2011-06-16 00:31 11.800
