Running local the cumulusrealtime.htm ?

Hello, is there any way to run the cumulusrealtime.htm localy in my pc?and if yes what is the setting of <realtimeURL>???</realtimeURL>
For example if i have the realtime in my c:\cumulus\realtime.txt
I have try <realtimeURL>C:\Cumulus\realtime.txt</realtimeURL> ->not work
<realtimeURL>C:/Cumulus/realtime.txt</realtimeURL> ->not work

Not as far as I know, without running a web server (which isn't difficult, using something like XAMPP)
