Is there a way to change the cloudbase in km's instead of ft?

As far as I know, only by using some Javascript on your webpage.

But TBH the cloud base figure isn't what I consider to be a very serious part of Cumulus or deserving of much of my effort.

ive already selected meters in cumulus but in the file webtaggs.php it still is feet.

This is what I get when I have metres selected:
$cloudbase = "283 m"; // calculated cloud base
and this is what I get when I have feet selected:
$cloudbase = "931 ft"; // calculated cloud base
And the main Cumulus display on my PC changes correspondingly. I'm afraid I have no idea why it apparently doesn't work for you.

I see it works for him too now. Perhaps you needed to wait for an update, or was it a PEBKAC error
?
I've (and just for fun!) used Javascript to take out the "m" to have just the number used in the cloudbase figure and used it to calculate the "Chance of Rain"...just for fun. I'm guessing this would only work in my part of the world though.
