sorry bit late coming in on this post
i used to use the gofreeserve service but php was limited and the server was erratic
i now use
http://987mb.com/ i have been with them since january with no noticeable down time
full php support and loads of free software this costs £19.99 a year and a free domain name

I've followed Neil's advice and now use 987mb.com - they appear to tick all the boxes.

I suggested Just Host to a client of mine
http://www.justhost.com/web-hosting, he is very pleased with a special for 60 months. It said on their UK site it was £1.95 per month but when it was charged, they did it at $117 = £73!!

I use
1and1 to host both my weather station and my photography site.
I have it hosted on a thier Linux Platform (as it's cheeper than Windows Platform
and there are no problems uploading / accessing the Linux Server over the Windows server).
You can FTP the files over to the webspace and you also have web based control
panel that you access via the 1and1 website to manage your account.
The packages also support
PHP plus you get "unlimited traffic" so I don't have to worry about
exceeding any limit.

I personally have not had any problems with them for over 2 years and they were
recommended by my brother in law who has been using them for over 3 years with
over 10 websites hosted with them.
