Weather Underground not uploading

I have installed 1.9.1 and my data is not uploading the Weather Under Ground. Is there a check list of what I should have done to get this to work.
I am able to upload from other weather packages.

All you need as a minimum is to tick 'Enabled' and supply your station ID and password.
If you look in the diags file(s) (in the Cumulus diags folder, they're just plain text) you may be able to see error messages pertaining to Wunderground; if not, turn on the debug log and after a Wunderground update or two should have occurred, look in the debug.log file where you should see the update that Cumulus is sending to WU, and possibly further helpful error messages.

I started up the software again and found the following in the file you suggested:

I do not see an error. Am I missing something?
My weather info is not showing up on the WU site.

That's not where it sends the data to WU. That's where it's creating the data ready to send to WU, while it's processing the data from the logger at start up. At the end of the logger download, it should then attempt to send the data to WU, and you should see messages logged that start 'Uploading Wunderground archive #'.
Then, separate to all of this, after it has finished attempting to send the logger entries to WU, it should start sending 'live' data to WU at the interval you've configured, and it's these that you would see in debug.log.
One thing I do notice from what you've posted, though, is that it's using the 'rapid' fire' URL (as presumably you have rapid fire enabled). It probably shouldn't do that for the logger entries. You should still see entries for the 'live' data, though. Note that when using rapid fire, it's WU that decides which entries actually appear in your history.
