Currently I post a brief update to twitter every 20 minutes - temp, wind, humidity
Would love to be able to additionally post a more detailed tweet evey hour
How can I do this?

How do you mean more detailed, don't forget the 140 character limit that twitter has, so it can't be that much more detailed, currently the standard one uses 105 characters, so you only have another 35 to play with.

There's no way you can do anything other than a regular tweet of the contents of the twitter.txt file, just using Cumulus. I may extend this at some point, but until then you would have to use some other mechanism for updating Twitter with the 'different' information.
