Fine Offset rain guage tipping bucket

With the fine offset rain gauges, how do they work out rain rate?

I assume the bucket's size is 0.3mm because that is the smallest increment of rain mine measures, so how do I get a minimum rain rate of 3.6mm/hr, does this mean that the bucket has tipped once in the last 5 minutes, and therefore is 3.6mm/hr the smallest rain rate measurement, and any others are just multiples of this? I assume 7.2mm is two tips in 5 minutes, and 18mm/hr is 5 tips? What's the resolution of measurement in time for these? Will I only get an actual rain/rain rate update at intervals over 5 minutes in Cumulus?

And for instance if I have a rain rate of 18mm/hr does that also mean that I must have also had a rainfall of 1.5mm in this time period also?
