Does the software support downloading of the data from the VP logger archive to backfill the database for periods when the PC is not running?

Short answer - yes.

It won't go back and fill in gaps, it downloads from the last time it was stopped. Also, it doesn't read any data from before the first time you run it - although if this is very important to you, there are ways of forcing it to do that.
