Error while installing

Currently attempting to install 962 (previously using 955) but it fails (twice so far, but thought I better transcribe the error while it's on screen:

Retrying brought me back to the same error.

It might be a stupid question, but I assume you have closed down the existing Cumulus before installing?

yes it was closed

and there are not 'hidden' copies running?

Press CTRL ALT & DEL and select Task Manager - check from any processes called "cumulus.exe".

Normally Windows can not write to a file if it is in use which makes me think something is holding on to the file

That's definitely the 'application is still running' error. It should display the 'please wait' message when you close it, and wait for all the threads to terminate but I think a change I did at some point stopped it waiting properly. I think that's corrected now.

Yes the `please wait' message was displayed, and I waited another 10 sec or so before running the installation file.

If Cumulus really had closed completely (and as I indicated, it may not have done in earlier beta versions, even though it appeared that it had), then something else on your system was temporarily preventing the installer from overwriting the file.
