seems ok in FF now still getting everything underlined in IE

Looks ok to me in ie8 32bit & ie8 64bit (Win7Pro)

It's the effect of the anchor hover in the CSS:

a:hover {
text-decoration: underline overline;
color: #6F9DBE;
}

This attribute is being applied to more than just links; I think this is because you have mismatched tags. I've spotted a couple but there may be more.

Incorrect nesting:
