Yes, I think the most likely explanation is that something is causing the main window to come to the front, which is a bit annoying. It must be specific to the Fine Offset code, as the 'please wait' window stays at the front with my VP2.

My data download window always stays in front - FO with WinXP Home SP3.
The window appears almost as soon as Cumulus has loaded, then there might be a pause of a second or two (or sometrimes several seconds), the progress bar starts rolling, the data windows display rapid data updates until Cumulus has all the stored data, then the window closes. All much, much faster than EW manages it.

I do wonder what will happen with EW once I get a years data. Maybe a day to workout everything 
There's obviously a lesson here in the way that EW appears to just keep adding to the one database. Cumulus certainly treats this problem much better.
Interestingly, after being away for the weekend and having my computer shut down, when I restarted and ran Cumulus, the Downloading Data screen worked fine, as Harry described so eloquently.
