Yes, if it did produce an average direction, it would have to use vectors; that's what Cumulus does to produce the average direction.

I should have ask the guy where the original three minutes came from in the first place.

I assume the reason the updates are not live is because of battery life. Would that be right?

I think so. The Davis sensor transmits every 3 seconds, but it has a supercapacitor (for power at night) and a solar panel, which charges the supercapacitor up during the day and powers the transmitter. Fine Offset have introduced a solar panel for their latest sensors, but I think it's unlikely they'll be able to increase their transmission frequency, in the current range anyway.
