I have been looking around and have not been able to find an answer, I have added my banner to my outlook express email signature, but would like it to be clickable and linking to my website as in my signature here in the forum, I know that the forum resides within a browser, which outlook express is not, but is there a way to do it.

You do it in a similar way to how you do it in the forum, but with HTML:
But you would be relying on the recipient of the email having HTML enabled in their email client, also external images enabled. While many people these days have HTML enabled, I would imagine (and hope) that most people don't have external images enabled.
