Is there a webtag for "Rain days" this month, this year?

Not at the moment; it's only calculated when requested in the 'This month' etc displays, and then discarded. It's quite a slow process to calculate it, so as things stand it's not suitable for adding as a web tag - it would need some thought about how to handle it, and some more code writing. I think there's already an enhancement request for this.
Much easier in Cumulus 2; that will definitely have it at some point.
