Hi Steve,
my weather pc quit so so im going to a windows 7 64 bit pc i have read your note on date format

1) Open Regional and Language Options
2) Under "Format" pick anything else. (eg: English (United States)).
3) Press "Apply"
4) Under "Format" pick your desired locale (eg: English (United Kingdom)).
5) Press OK.

For US format you're probably OK, but to be on the safe side, you could carry out the procedure anyway, and in step 2 change it to something other than US, and then in step 4 change it to back to US again.

The only other thing that I can think of to watch out for with Windows 7 is to make sure you don't install under Program Files (or Program Files(x86)). It still works, but it avoids confusion and complication if you install to C:\Cumulus

It shouldn't need it. When I run it under Windows 7, my user is an administrator, but Cumulus doesn't ask for, or require, administrator rights. You do need administrator rights to install software on Windows 7, of course.
