[Solved] Trouble upgrading from 1.9.4, no data after upgrading past 3.7.0

I am attempting to upgrade from Cumulus 1.9.4 to the latest version of Cumulus MX. I read the wiki page https://www.cumuluswiki.org/a/Updating_ ... or_version, specifically about the different versions numbers I need to upgrade through.

1.9.4 -> 3.0.0 went fine (installed 3.0.0 and copied the data and Cumulus.ini files.)
3.0.0 -> 3.5.1 went fine (it says "There are one-off actions at 3.5.1, see release announcement.", but I failed to find any one-off actions in the release notes about 3.5.1, and the site seems to load fine on 3.5.1)
3.5.1 -> 3.7.0 went fine (I don't have a customized website, not using database tables as far as I am aware, and the values in my data files use the normal US standard of using a period and not using a comma inside floating point numbers)
3.7.0 -> 3.9.6 does not load any of the records and looks like a blank site as if its not reading the data files at all. I don't use an RG-11 or Mono, so no one-off actions that I know of to perform here.
3.7.0 -> 3.12.0 the wiki says you can instead upgrade straight to 3.12.0 since this is the build that reconfigures your Cumulus.ini file. Just like 3.9.6, I see no of my records or information.

Not really sure where I went wrong or why after upgrading past 3.7.0 I lose all of the records.

Apparently I had the IP address for the station wrong and Cumulus MX refused to fully start without a connection to the station.
