MQTT not published when the data arrives for the Tempest weatherstation

Cumulus MX 3.28.6 b3283

I've two weatherstatons. The first a Davis Vantage Pro 2 publishes the wind values to mqtt when the data updates.

The second a WeatherFlow Tempest also broadcast wind values but those are not published to mqtt when the data has arrived.

I just checked, and you are correct the MQTT update is only called for observation packets, there is no call after a "rapid wind" packet.

I'll get that fixed.
