v3.24.0 sqllite3.dll location

From build 3044 the development baton passed to Mark Crossley. Mark has been responsible for all the Builds since. He has made the code available on GitHub. It is Mark's hope that others will join in this development, but at the very least he welcomes your ideas for future developments (see Cumulus MX Development suggestions).

Mark, as mentioned in your update post, the x64 an x86 directories, each containing their respective sqllite3.dll files, need to be copied over. Is it safe to assume these versions replace the existing sqllite3.dll file in the MX directory? If so, can we archive/remove that?

You can remove it, and it will be replaced with the correct version when CMX starts up
