Before uploading the files, open each original file and the new file, and then compare it using notepad++ (and "compare" plugin) side by side. you can then add your changes to the new files, save them and upload to the web etc. you will need to do this for each new file, so take your time.
make sure you have backed up all your original files first of all.

Obviously there are missing several lines but that should not give the error although there may be something specific in the build/calculation of the NOAA report.
It may be that there is an invalid character (or more) in the file which I can't see in what you show here.
