NOAA Formatting

From build 3044 the development baton passed to Mark Crossley. Mark has been responsible for all the Builds since. He has made the code available on GitHub. It is Mark's hope that others will join in this development, but at the very least he welcomes your ideas for future developments (see Cumulus MX Development suggestions).

NOAA Formatting

Not a consequential issue by any means, but is it possible to alter the formatting of the NOAA summaries? Don't know about others, but on my PC anyway, the spacings of a few sections of the yearly report are slightly off and I'd like to fiddle around with them and get everything a little better aligned. The monthly report looks fine.

Unfortunately, no.
There is no parametrisation of the NOAA reports format, it is hard coded.
