Data fix for smashed Davis Vue 2

From build 3044 the development baton passed to Mark Crossley. Mark has been responsible for all the Builds since. He has made the code available on GitHub. It is Mark's hope that others will join in this development, but at the very least he welcomes your ideas for future developments (see Cumulus MX Development suggestions).

Data fix for smashed Davis Vue 2

Hello,
My Davis Vue 2 got smashed by a tree top in a windstorm here in Ohio. I have replaced my ISS and it is once again sending current data.

It was not until the next day that I realized that the weather station was in pieces on the ground (and in the pond). Pulled the batteries from the console.
After getting current data started again checked the records. The data came up as minus numbers for records 1351 to 1415, then went to zeros until the new ISS started sending data.

I have searched for fixing data and read the data files WiKi.
I do not want to recreate missing numbers. I want to put zeros in for minus numbers (or flat line the data at some arbitrary local weather for the time the weather station was OOS). I will correct the extreme records using the information in the WiKI pages.
This station is for personal use only but I would like to get the extremes and the missing data fixed enough to get a decent graph.

Two questions are:
Better to flat line the missing day's data or zero them out? Best way to do that?
Best way to fix the extremes? The WiKi has a lot of gray areas regarding weather station types and MX versions.

Any one have experience recovering this type of event?

I am currently running version 3.15.3 b3173.
Don't get on the Pi box frequently but once I get this data mess fixed, I think I will upgrade to newest version.

It might be better to do it the other way around as the Data Editors etc. have been much improved in the latest versions.
