Two errors in Cumulus MX 3.21.1 b3205

From build 3044 the development baton passed to Mark Crossley. Mark has been responsible for all the Builds since. He has made the code available on GitHub. It is Mark's hope that others will join in this development, but at the very least he welcomes your ideas for future developments (see Cumulus MX Development suggestions).

1- If we close Cumulus MX before the end of the day, for example at 21:00, and run tomorrow, for example at 7:00, always generates this error:
Dashboard - Rainfall - High Rate: 702 mm/hr. This error will no longer occur until the next day.

2- NOAA reports cannot be generated. It is impossible to select the month and the year.

1. This a bug, it has already been reported and I have fixed it for the next build.
2. Does clearing your browser cache fix this?

No, it doesn't solve it clearing all, cache and cookies.

Is there anything that I have missed to enable me to correct this problem: My NOAA report has not been generated since September 4 when I updated to build 3205. At that time, contrary to my usual practice of updating everything by using the whole distro., I updated only the main .exe file as stated in the post advising the availability of the updated version.
Please help. See https://www.kstwx.net/cumx/noaareport.htm for how it is now.

With version 3.22.0 (build 3211)
NOAA YEAR reports cannot be generated. It is impossible to select the year.
NOAA MONTH reports works correctly.

The date set is correct: 31/december/2014 and the date format also is correct.

OK, I wasn't expecting that sort of date string!

Oh what a mess it is storing the records began date as a locale string!

I don't know where is the problem. The error is only in the NOAA yearly report.
In the MXdiags, the error does not appear because the year cannot be loaded.

This error has not been fixed. Every day when I run CumulusMX generates this error in RATE rain. (on file TODAY)
