Create Missing for 24 hour rain data into dayfile

From build 3044 the development baton passed to Mark Crossley. Mark has been responsible for all the Builds since. He has made the code available on GitHub. It is Mark's hope that others will join in this development, but at the very least he welcomes your ideas for future developments (see Cumulus MX Development suggestions).

That looks correct to me.

The value recorded in the dayfile is the HIGHEST 24 hour rain value recorded that day. If there was lots of rain the previous day, and no rain today, then todays highest value would be at the start or day (00:00), when it would record all the previous days rainfall.

When using the values, CMX will always use the first highest value, so the same value at 00:00 the following day will be ignored - unless that day is the first day in the period being queried!
