Error sending updates to WU and WOW

I have been using Cumulus MX with my Davis Vantage Pro 2 for a couple of years and it has been absolutely faultless until the last week or so.
I'm running v.13.15.3 build 3173 on a Windows 10 computer with an IP logger.
Every time it tries to send data to Weather Underground or The Met Office WOW site I get the following errors in the log:
2022-04-08 19:14:00.242 Wunderground: ERROR - An error occurred while sending the request.
2022-04-08 19:14:00.301 WOW Response: ERROR - Response code = 429, body = The custom error module does not recognize this error.
I also had Weatherlink sending data to WU and WOW and this stopped working at the same time. However, when I turned off the computer, Weatherlink started updating WU and WOW. This made me think it was a computer problem rather than a Cumulus problem.
I tried to go back to an older version of Cumulus but get the same errors. I deleted the ini file and went through the setup again and now Weatherlink updates WU and WOW OK so it does seem to be a problem with Cumulus after all.
Any suggestions will be most appreciated.
