The wind graphs of CumulusUtils contains a wind rose.
You can look at it on the site (see signature)

You'll have to configure it (easy is relative), the wind charts can be used on their own.

But arent they the same that comes with Cumulus MX ?

I was looking for some kind of stand alone software and then perhaps manual upload of a any Wind Roses

No, completely different and standalone. It does not come with CMX.
But standanone is limited of course as cutils is a utility for CumulusMX and as such requires its infrastructure and its data. The manual is the wiki .

On the dashboard you see the standard MX windrose.
In the menu=>graphs=>windgraphs=>the windrose comes up
