I can tell you that in that release the console messages can be independently (de)activated by the parameter NormalMessageToConsole=true (false). That completes the configuration of the logging.

@Andy: That timing seems OK. But what if a Chinese wants to check the weather on Jersey at 3h17? He does not have the userreports updated
