Can't find my old post, but I did find out that ; could be used to comment out lines in CumulusUtils.ini.
Does the same apply to Cumulus.ini.
Would like to add some inactive lines in preparation for finally getting my install up to date again.

I do not understand what you mean by that preparation.....
1). Since 3.10.1, the way to adjust the MX settings is via the various settings pages in the admin interface
2) You don't adjust settings directly in the file in any normal circumstances (exception: you might have to edit the file if MX cannot start up the admin interface)
3) MX ignores any parameters in the file that it does not recognise (a semicolon prefix or a "test_" prefix or any other modifier, would make it unrecognizable)
4) Take a copy of the current Cumulus.ini file, and rename that copy by adding "orig"
5) Now, with MX running, delete the Cumulus.ini file that MX is actually using
6) Go into say "Program Settings", and click Save settiings, that will make MX create a new Cumulus.ini with your current settings
7) Take a copy of this new file, and rename this copy by adding "save".
8) The best way to learn all the new parameters is to go into each of the new settings screens, open up each section in turn, and see what you can change.
9) Then you can experiment with changing options, until you decide which you prefer.
10) The copy in step 7) can always be reverted to, should your experimenting make your MX experience worse!
A general note to everyone, are you willing to help document the new settings at https://cumuluswiki.org/a/Cumulus.ini, MX has an awful lot of settings, and so lots of people need to contribute to get that page completed.

Should then only take a minute or so to restart with the new config.
My ini file is a bit messy in places as it has out of logical sequence entries due to it evolving over the past 10+ years.
[FTP Site] section is the worst area as there are blobs randomly distributed in it as the versions have evolved.
Spent some time today moving entries about so all but Extra Web Files is at the beginning of that section with all Extras following.

Yes I do use the Admin interface; but my background in DOS/Win/Some-Linux tends to make me more interested in reading an inin file than browsing a collection of settings pages to get a full config overview.

All I will add to Mark's reply is:
Time to learn a new way of working, don't edit file directly. The system has changed now, as you will discover if you read what I said before. Thus order MX determines for parameters within the file is immaterial.
(Perhaps you are remembering Steve Loft's advice for this file (your 10+ years ago) that said organise the parameters within sections in alphabetical order (or some other logical order), because in Steve's releases, many new parameters could.only be added directly into file).
Sometimes, I wish Mark had selected a new name for this file (with a routine to read old file and create new), the differences between old and new seem to cause some people so much hassle.

I did & do READ, and usually re-read for confirmation.The system has changed now, as you will discover if you read what I said before.

I currently have 15 entries in Extra Webfiles, that needs to become about 25 once I'm done.
Making that change is in my mind much easier manages outside the interface where I can create the entire replacement block of entries;
confirm they are correct before shutting down & pasting them in.
Changing all those entries via the interface is prone to interruption in my case; phone call or call-out,
drop what you are doing mid stream & then have to pick up on where you were at later.
And Yes in advance,
I do plan to move everything to the newer Web look & functionality at some point,
but like everything that has it's learning curve & time constraints.
Until then I'll run a couple of test Sub-Dom's in parallel.
