Previously used Cumulus 1 (build 1099) for many years. Installed the latest MX version (3096) to a new folder and everything is working.
My dumb question is... Is the admin interface in my browser "carved in stone" or are there "templates" that I can use? I really like the Home Weather Station website template by Brian Underdown but I assume this is for use on your own website.

Be aware though, that the Interface changes quite regularly, so any changes you make need to be backed up and re-implemented when changes are introduced in the continual development of MX. Also if you make changes and something stops working because of them your only support will be via this forum, as unless the changes you make are of general use to everyone they would be unlikely to get into a standard interface release.

The Home Weather Station template is a template for a web site/server, and not an "admin interface" for CumulusMX. you can run in locally if your wanting to view a different layout of course.
