Change from 24 to 12 hour time format

From build 3044 the development baton passed to Mark Crossley. Mark has been responsible for all the Builds since. He has made the code available on GitHub. It is Mark's hope that others will join in this development, but at the very least he welcomes your ideas for future developments (see Cumulus MX Development suggestions).

Greetings all. A Cumulus newbie here. Just got MX running on my Raspberry Pi accessing data from my Weather Link Live. Only "issue" was a missing dew point but realized that it must not be reported so I made the changed the setting to calculate dew point and all is well. I would however like to change from the default 24hr to a 12hr time format. I've looked at the settings from the interface page and have been unable to find any options. I'm hoping I'm just overlooking or missing something obvious here. Any help greatly appreciated.

Sorry, the admin interface currently only uses 24 hour format.
