First I would like to say your webcam solution is very nice: a LoadUtilsReport call combined with two iframes. Nice find
Good show that really everything is possible! However, I did some observations in the console concerning the iframe/PHP combination. I will communicate through PM to see maybe what we can improve and then make the system known to the others.
Your remarks about the gauges I can relate to, meaning that the oscillation between the values has been noticed by me as well (in FF) but not always. So far I can not put my finger on trying to identify the cause. The problem seems to have disappeared in my development situation for version 3.8.3 (coming up). If I see it, I try to find the cause but so far no luck.
It seems to be data related. E.g. While I write this I monitor your site and my own with Chrome.
On my site, there is no oscillation between values, while at your site there is. With respect to the cloud height it is not so much the value which changes but the scale (from 1000 - 2000 max value). It goes on a second basis so it is probably around the clocktick. Might be an interference between the gauges clock and my runtime second clock.
OK, I can keep on writing, but at the moment I have no clue about the cause and thus about the solution. I keep searching for it.
Your first remark about the scattering I do not understand. What do you mean by scattering? Are the gauges displaced? Displayed on other positions?
I have not seen this issue: not on my own site (tried with 4 browsers) not on your site (with FF and Chrome). Could you make a screenshot of it?

Aha... that means your display window is a size small enough for Boostrap to start reorganising its divisional layout. You either use a tablet or phone or maybe you made a small window in the browser on a large screen. If you make the window even smaller it will eventually become one divisional entity you see so all those blocks will then be shown below each other. The calculations required for this to happen are internal too bootstrap and depend of the numbers the browser gives for the space available within the screen/window. The only thing which fixes the with of a unit is the gauge canvas. The other units wil;l resize and start breaking off text until their flexibility is gone and they cannot get any smaller.
This is the responsiveness as offered by Bootstrap and as I have made use of it.
A large screen will show 4 units beside each other, a small screen maybe only one.
If you reduce the screen/window with edge it will show the same or similar behaviour.

Effectively; you're right.
I had inadvertently turned on Chrome at 110%; by setting it to 100%, the "problem" has disappeared.

Answer for Perth: I renamed the website directory and forgot to change my signature. Have put a redirect in and will tidy up

The dip was in dew point - we had a big drop in humidity with a dry northerly wind prior to a low coming through this afternoon which has given us a desperately needed drop of rain. Tonight is going to be a bit colder but a temp below 5C is very rare here even in the depths of winter.

Guy's, I have seen the first installations of 3.9.0 and they are NOT carried out as a full update which means things can go wrong.
It all is an intricate cooperation between the index.html, cumulusutils.js and cumulusgraphs.txt (EDIT: and the accompanying libraries). With thrifty only index.html is uploaded, meant for a stable install.
What I want to say: put all files in the utils directory, copy the exec to the CMX directory and run it without thrifty once!
This really is required to get the generated software, uploaded to your website.
You may disable the Windrose to speed up the process and enable that again later.
You can check everything went all right by searching for ThresholdTempVisible in the config section of the gauges.js library in the lib directory of your website after the update.
I forgot to ID the gauges.js properly, but that variable must be there (I'll correct the ID next time of course).

I just checked and both pages display correctly so I don't see a problem.
Could you empty the cache and try again please?
Otherwise, could you check the console (F12), refresh and if anything red shows, make a screenshot?
EDIT: And please NOTE: this boost for Highcharts influences both index.html, graphs and cumuluscharts.txt so please really make a full update!
EDIT2: OK, I checked all your code and the update went well. The issue is not there.
