Moon Phase

From build 3044 the development baton passed to Mark Crossley. Mark has been responsible for all the Builds since. He has made the code available on GitHub. It is Mark's hope that others will join in this development, but at the very least he welcomes your ideas for future developments (see Cumulus MX Development suggestions).

There seems to be a problem with the WebTag <#moonphase> as it is currently saying Waning Gibbous where as both <#MoonPercent> and <#MoonPercentAbs> are both saying "-99" and "99" respectively which meant in my understanding "Full Moon"?

Just a thought, today's full moon is at 17:48 UTC. I'll check my site nearer the time and see what it reports.

I'll widen the ranges for new/full moon phase descriptions, and fix an issue of the moon phase always being rounded to an integer.
