ec-forecast.php V5.03 available

Seems the Environment Canada started enforcing HTTPS access for the XML data the script needs to function.
I've changed the script to V5.03 with that fix.
Standalone: download from the script page or the GitHub distribution
Saratoga Template Users: use the update tool with a query of Base-Canada, *-plugin, 16-Oct-2019
